Qingyuan renewable resource processing center project (waste incineration power generation project) is a key livelihood project planned and constructed in our city. After comparison and selection, Feng Shui stone Pear village in Feilaixia district of Qingcheng district is one of the pre-site selection of the project.
Since April this year, Feilaixia town in Qingcheng district has conducted a survey on the willingness to land acquisition within the project scope, and organized more than 600 people in 10 batches including village cadres, villagers and teachers’ representatives, went to Dongguan waste incineration power generation project for a field visit.
At present, the investigation is still in progress. However, since May 1st, some people have held gathering protests in Feilaixia town and Qingyuan city for days because they were worried that the project would pollute the living environment and Beijiang River.
Especially on the evening of May 7, the afternoon of May 8 and the evening of May 9, a few people with ulterior motives organized instigation, gathered in the urban party and government organs and commercial downtown areas, blocked traffic and shouted slogans, it has seriously affected the normal life of citizens and damaged the public order in urban areas. The public security organs have dealt with it in a timely manner according to law.
In response to social concerns, the relevant information is hereby notified as follows:
I. “garbage siege” requires expanding disposal capacity
Qingyuan has already faced the severe dilemma of “garbage siege. Up to now, the daily landfill volume of urban garbage has reached more than 1,100 tons, while the design scale of the currently used Qingshan landfill is 650 tons/day, which has nearly doubled the design capacity. If there is still no new garbage disposal capacity, it is estimated that it can only be used for less than 2 years.
It is a common choice and practice for all countries in the world to use solid waste incineration treatment for power generation. At present, 33 garbage incineration projects have been completed in our province, and the operation is in good condition. The Dongguan waste incineration project that Feilaixia town organized villagers representatives to visit on the spot is one example.
According to the introduction of the project’s operating enterprise, all garbage is sealed and transported directly to prevent spill and leak and odor; By controlling the combustion temperature, organic substances such as dioxins are completely decomposed; Through wastewater treatment system and recycling, realize zero discharge of landfill leachate.
Second, we feel the same concern about the environment.
The project has not entered the substantive links such as environmental impact assessment and social risk assessment. We sincerely welcome the villagers to participate actively and fully express their opinions in the following links so as to make the best choice for the development of the city.
At present, the project is carrying out preliminary work according to the National and Guangdong construction project approval procedures. We will ensure the right to know and participate of the masses through strict and standardized procedures. We share the concern of the masses about the ecological environment of Qingcheng, especially the mother river of Beijiang River. It is our common interest to firmly protect the green hills and clear waters of Qingcheng and firmly maintain the social harmony and stability of Qingcheng, and it is also the responsibility and obligation of the Party committee and government.
III. Resolutely maintain social order in accordance with the law
The illegal gathering of protests and traffic jams in recent days have seriously affected our normal life and public order in urban areas. The public security organ has persuaded the gathering personnel to leave the scene according to law, forcibly took the personnel suspected of disturbing the order and blocking the traffic, and took compulsory measures against a very small number of suspected criminals.
We solemnly appeal that the masses must express their opinions and demands in a legitimate and legal way, and never participate in illegal assembly, parade or demonstration, so as not to believe in rumors, spread rumors or spread rumors. The Party committee and government sincerely hope to open up, meet and discuss with the masses, and jointly build a better Qingcheng.
