The draft National Anthem Law is being drafted. Entertainment and commercial activities are not allowed to sing the national anthem.

It will be submitted for consideration on June this year.

According to Xinhua News Agency, the reporter recently learned from the legal work committee of the Standing Committee of the National People’s Congress that the legal work committee is currently working hard to draft the draft National Anthem Law, which will be submitted to the Standing Committee of the National People’s Congress for the first time in June this year. This will help to further standardize the singing, using and other behaviors of the national anthem.

The national anthem, like the national flag and national emblem, is a symbol of a country. China enacted the National Flag Law and the National Emblem Law in 1990 and 1991 respectively, but so far there is no special legislation on the national anthem. In real life, the national anthem has not been universally respected and loved. Due to the lack of legal constraints, there are some problems in the society, such as using the national anthem at will and singing the national anthem is not serious. In addition, the National Anthem does not give full play to the educational function of teenagers. In recent years, during the NPC and CPPCC sessions, many NPC deputies and CPPCC members have put forward suggestions and proposals on formulating the National Anthem Law, suggesting to fill in the legislative gaps as soon as possible.

It is understood that although no special national anthem law has been formulated at present, relevant laws, regulations and normative documents have made some regulations on the performance, playing and use of the national anthem. As stipulated in the national flag law, when the flag raising ceremony is held, during the process of raising the national flag, participants should pay tribute to the national flag and can play the national anthem or sing the national anthem. The advertising law stipulates that advertisements shall not be used or the national anthem shall be used in disguise, and the corresponding legal responsibilities of violators shall be clarified.

In December, 2014, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the “Implementation Opinions on Regulating the etiquette of singing and singing the national anthem”, on the occasion of singing the national anthem, singing etiquette and publicity and education put forward clear requirements.

The implementation opinions stipulate that the national anthem can be sung in the following Ensemble: at the beginning of an important celebration or political public gathering, at the beginning of an official a diplomatic occasion or a major international gathering, when a flag-raising ceremony is held, when major sports competitions begin or Chinese athletes win the championship in international sports events, when they encounter struggle occasions to safeguard the dignity of the motherland, when major public welfare theatrical performances begin, and other important formal occasions. At the same time, it is stipulated that private weddings and funerals, dances, sorties and other recreational activities, commercial activities, non-political festivals, and other occasions that are not suitable for the nature or atmosphere of the activities are not allowed to sing the national anthem.

The implementation opinions also make it clear that we should criticize education and seriously correct the phenomenon of illegally singing the national anthem in inappropriate occasions and causing adverse social impacts, and the inetiquette behavior when singing the national anthem, enhance the seriousness and standardization of national anthem singing.

Why are there multiple “Jin” words in the last sentence of the national anthem?

Recently, the Standing Committee of the National People’s Congress announced the legislative work plan for 2017, and the legal case on the national anthem law is scheduled to be first examined in June this year. This news made Yu Hai, a member of the National Committee of the Chinese People’s Political Consultative Conference who proposed legislation for the national anthem for ten consecutive years very happy. He told the reporter the reason why he was attached to it.

“Many people ask me, why is the last sentence of the national anthem: Forward, forward, forward, forward, one more word?” I always answer: this is the finishing touch of the national anthem-the rhythm of “moving forward” highlights the progressive tense of the national anthem Spirit, which guides us.

“I have been playing the national anthem since 1970. At the solemn moment, when my conductor’s arm fell down and the orchestra played the sonorous and powerful national anthem, my sense of pride arose spontaneously.” Yu Hai said.

However, in recent years, there have been some chaos in the use of national anthem. Some people change the speed and mood of the national anthem at will; Some people laugh and fight when singing the national anthem; Others play the national anthem in weddings and funerals and commercial activities. “This is all disrespect for the national anthem.” Yu Hai said sadly.

In the ten years when he participated in the NPC and CPPCC as a member of the National Committee of the Chinese People’s Political Consultative Conference, Yu Hai proposed legislation for the national anthem every year: as the voice image of a sovereign country, the national anthem should be protected by law as well as the national flag and national emblem. For example, what is its standard, what speed and mood should it play, and what legal responsibility should it bear if it damages the national anthem.
