“The high-end community in the county has been built, the Business Square has been built, and foreign enterprises have been introduced, but Fan Xianhan, the hero, has been arrested because of two words-corruption.” On May 10, Fan Xianhan, the former deputy mayor of Anqing city, Anhui province, was suspected of accepting bribes and unclear sources of huge property. The case was heard in the intermediate court of Bozhou city, Anhui province. The above-mentioned public prosecution opinions issued by Geng Biao, the prosecutor general of the public prosecutor of Bozhou city procuratorate, left a deep impression on more than 200 observers at the scene.
The amount involved is nearly 6.5 million
Fan Xianhan, 53 years old this year, successively served as county magistrate, county Party secretary and vice mayor of Anqing city in Huaining county, Anhui province. On September 13, 2016, under the designated jurisdiction of the procuratorate of Anhui province, the procuratorate of Bozhou city filed an investigation against Fan Xianhan on suspicion of accepting bribes. During the investigation, the procuratorial organ found that Fan Xianhan was also suspected of the crime of huge amount of property with unknown sources. After the investigation of the case ended, Bozhou procuratorate filed a public prosecution on March 10, 2017.
The procuratorate of Bozhou city charged that from 2007 to 2015, the defendant Fan Xianhan used his position to make use of his convenience to seek benefits for others in matters such as project construction and fund allocation, he has received the property of 11 people including Yu Mou for 47 times, totaling 1.678 million yuan, 91280 yuan worth shopping card, 9900 yuan worth of famous brand watches and 24800 yuan worth of panda gold coins. After the crime, the stolen money and stolen goods have been partially recovered.
As of the incident, the defendant Fan Xianhan and his family held cash, bank deposits, real estate, vehicles, creditor’s rights, financial investment, etc. totaling more than 13.04 million yuan. After verification by the procuratorial organ, Fan Xianhan’s family salary and bonus income were more than 2.69 million yuan, indicating that the source income was more than 1.44 million yuan, the disciplinary income was more than 2.54 million yuan, and the criminal income was more than 1.67 million yuan, fan Xianhan family still has more than 4.68 million yuan of property, which cannot explain the source. The procuratorial organ believes that the criminal responsibility should be investigated for the crime of accepting bribes and the crime of unidentified sources of huge amounts of property.

He successively established Huaining Shangfeng Real Estate Co., Ltd. and Huaining Shangfeng Cement Co., Ltd. in Huaining county. From 2008 to 2015, Fan Xianhan received 710000 yuan from Yu, 400000 Yuan from Wei, the legal representative of Shangfeng Real Estate Co., Ltd., and Xiao of Shangfeng Cement Co., Ltd. for 14 times, wang’s 70000 yuan shopping card. During the trial, Fan Xianhan held no objection to all the charges of the procuratorate. Parties of prosecution and defense mainly focused on the qualitative nature of some bribery facts and whether the calculation of huge amount of property from unknown sources is accurate or not. In response to the defense opinion of the defender, the public prosecutor pointed out that the so-called “gift” of the briber was not only a kind of courtesy and human relations during the holidays, but also a clear invitation matter or interest expectation, it is the monetary price paid by bribers to seek benefits, or the reward paid to Fan Xianhan for power operation, which is a naked transaction of power and money.
How did the former “cold-faced man” change
“I was too cautious to accept a bottle of wine, let alone other people’s money. According to the prosecutor who undertook the case, like most corrupt officials, Fan Xianhan fell into the abyss of corruption and began to receive red envelopes and gifts. It is understood that during Fan Xianhan’s tenure in Huaining county, Huaining County’s economy entered the fast lane. “But as the meritorious minister of Huaining County’s economic development, due to the corruption problem, the original monument has become a pillar of shame to record one’s own crimes.” Geng Biao said.
In the final statement stage of the trial, Fan Xianhan expressed guilty and repentance. In view of Fan Xianhan’s consistent confession and repentance attitude from being investigated to being tried, the public prosecutor asked the court to consider it when sentencing. The trial ended at about 11:30 on the same day, and the court did not pronounce the sentence in court.
