How much does the government plan to spend on health care this year?
— 1.4 trillion yuan of national fiscal expenditure on medical and health care
The problem of “expensive medical treatment” has always attracted much attention from the society. Some media also pointed out that medical reform needs a lot of financial support.
At the press conference on the 11th, Song Qichao, deputy director of the social security department of the Ministry of Finance, responded that finance at all levels would be deployed in accordance with the spirit of last year’s National Health and Health Conference and the overall work of the State Council’s medical reform this year, continue to take medical and health care as the key area of financial support, and invest plus-sized to support the key work of medical reform.
He revealed that in 2017, the national budget for medical and health expenditure was 1404.4 billion yuan, 4.4 times that of 2008 before the start of medical reform, and 5.1 percent higher than the same-caliber expenditure in 2016, compared with the same period, the national fiscal expenditure budget increased by 1.9 percent age points, and the proportion of medical and health expenditure in the national fiscal expenditure increased to 7.2 percent.
Among them, the budget of the central government’s medical and health expenditure was 398.2 billion yuan, 4.7 times that of 2008 before the start of medical reform, 7.7% higher than the same caliber expenditure in 2016, the increase of central fiscal expenditure budget was 1.6 percent age points higher than that of the same period.
Song Qichao emphasized that medical reform funds are the “life-saving money” of the masses. The financial department attaches great importance to the supervision of medical reform funds and will further plus-sized efforts to ensure the safe, standardized and effective use of funds.

How do patients feel when drug addition is canceled?

In response, Liang Wannian, the full-time deputy director of the medical reform office of the State Council and the director of the system reform department of the National Health and Family Planning Commission, said at the press conference that the main compensation sources of public hospitals now include government subsidies, medical service charges, and drug addition income, the reform is to remove the income from drug addition. If there is no comprehensive reform, the cancellation of drug addition will definitely affect the normal operation of the hospital, the development of the hospital and the mobilization of the enthusiasm of medical staff.
He said, “The key point of this reform is that after the bonus is canceled, the hospital can operate healthily and the enthusiasm of medical staff can be effectively mobilized, in addition, the overall medical burden of the common people will not increase, and the medical insurance fund will be able to bear and be sustainable.”

Medical insurance should be reimbursed as much as possible so that the overall cost burden of ordinary people will not rise.
Liang Wannian added, “now doctors have many unreasonable diagnosis and treatment behaviors. One of the most important reasons is that the price system has not been straightened out, which is distorted to some extent, that is to say, the current medical service price system cannot fully reflect the labor value of medical personnel’s knowledge and technology, so we must straighten out the price mechanism and reverse the unreasonable situation.”

Public hospitals all cancel drug addition, how to do it?
— The subordinate and directly subordinate hospitals must set an example.
The reporter noted that the “key tasks of deepening the reform of medical and health system in 2017” issued by the General Office of the State Council requires that the comprehensive reform of public hospitals should be fully launched before the end of September 2017, all public hospitals cancel drug addition (except Chinese herbal pieces).
“This is a hard task of medical reform in 2017”, Liang Wannian pointed out at the press conference that there are 44 hospitals managed by the National Health and Family Planning Commission, distributed in 11 cities, the State Administration of Traditional Chinese Medicine has 6 directly controlled hospitals, and has put forward requirements for these 50 hospitals under the supervision and direct management at the same time. This year, all of them must participate in the comprehensive reform of the local public hospitals, the subordinate and directly subordinate hospitals must set an example and play a leading role in demonstration.
In response to the pilot cities of comprehensive reform of public hospitals in the first four batches of cities, he revealed that by the end of 2017, the proportion of public hospitals in the first four batches of public hospitals in the first 200 pilot cities (excluding Chinese herbal pieces) to be controlled at about 30%, the cost of health materials consumed in 100 yuan of medical Income (excluding drug income) should be reduced below 20 yuan.

In addition, the county-level public hospitals have all pushed forward the reform in 2015, but Liang Wannian pointed out, “the reform is on the way, and it is not said that the reform should be completed. How to solve the problem of drug shortage?

A list of drugs covering 1004 contracts was publicized, involving 512 product regulations, 135 pharmaceutical companies and 68 pharmaceutical dealers, all production and distribution enterprises are urged to supply and distribute products in time for non-supply and non-timely supply within the publicity period.
In this regard, Liang Wannian said frankly that the supply guarantee of drugs has always been an important task of medical reform. One of the five system construction of medical reform is the supply guarantee system construction of drugs.
