Chinese climate negotiators: willing to actively deal with climate change with all parties

Lu Xinming, head of the Chinese delegation and deputy director of the department of climate change response of the National Development and Reform Commission, said in an interview with China news agency reporters at the meeting site on 13th that China will further urge all parties, especially developed countries, plus-sized efforts to implement relevant treaty provisions and action commitments, including the Paris Agreement on climate change, enhance mutual trust and provide a solid foundation for coping with climate change after 2020.

The Bonn climate negotiation conference opened on May 8 and will last until 18th day of this month. Regarding the background of this meeting, Zhou Qian, director of the Office of the article Law Department of the Ministry of Foreign Affairs of China to deal with climate change, said, this meeting is one of the important meetings in the follow-up negotiations on the implementation rules of the Paris Agreement on climate change. According to the arrangement of the negotiation agenda, the parties set a timetable and road map for the follow-up negotiations on the implementation rules of the Paris agreement at the end of 2016 at the Marrakech climate conference, the Bonn conference “can be said to have really entered the stage of technical substantive negotiations”.

Lu Xinming introduced that the Chinese delegation mainly focused on four aspects this time. The first is to show China’s position and proposition on coping with climate change to the outside world. He quoted Chinese President Xi Jinping as saying, “dealing with climate change is not what others want us to do, but what we want to do”. In the future, China will continue to take actions to deal with climate change and “bear one hundred percent of its obligations”.

Secondly, the Chinese delegation will lead the negotiation process on key and major issues, put forward China’s plan, and work with all parties to promote the smooth progress of negotiations on the implementation rules of the Paris agreement.

At the same time, on the one hand, the Chinese delegation hopes to enhance unity with developing countries through this meeting, on the other hand, it also hopes to further strengthen communication with developed countries, so as to “strengthen ties, increase trust and dispel doubts, can form consensus on important key issues”.

Lu Xinming believes that the difficulties faced in the current climate negotiation process are mainly divided into two aspects.

First of all, in terms of the negotiation of the implementation rules of the Paris agreement, whether to distinguish or not, and whether to consider the contents of all aspects in balance, whether there should be a comprehensive response to climate change and so on, “there are still great differences” among developing countries, developed countries and various interest groups “.

Lu Xinming pointed out that another difficulty lies in dealing with the implementation of relevant Treaty provisions on climate change, especially the implementation of commitments and actions before 2020, “This is especially the concern of developing countries”.

This involves several issues, such as the approval of the Doha Amendment, the commitment of developed countries to provide 100 billion US dollars of funds to developing countries, the actions and goals promised by all countries before 2020, etc.

“The issue of funds has always been a very important issue and the focus of this negotiation.” In response to the implementation of 100 billion US dollars of climate funds concerned by the outside world, Lu Xinming pointed out, “it is definitely impossible to deal with climate change without money, so the funding problem must be solved, our Chinese delegation, together with the vast number of developing countries, will actively push forward the funding issue.”
