The Heshan Farm in Shaoyang County is located at Sanho of the original village of econmic field in xihuaqiao town, covering an area of 150 mu. It is a key project for pig breeding in Shaoyang city. The project was built and put into operation in February, 2014, with 60000 pigs in the design year and 40000 pigs in the actual year. Since 2015, Heshan farm has caused conflicts with local people due to environmental pollution. After the sixth central environmental protection inspection team entered Hunan, it was assigned as the first batch of mass letters and visits.
On April 27, after the provincial and municipal environmental protection departments went to the county for on-site supervision, they formulated a rectification work plan, ordered pig farms to immediately limit production and reduce emissions, completely stop sow breeding and fertilization, and reduce the amount of live pigs, feed feeding, the production of pollutants shall be ordered to carry out day and night construction of Heshan farm and rectification technical units, reverse the construction period, and carry out rectification and construction all day long.
At present, 14460 live pigs are transported in the farm, and the number of live pigs in the farm is reduced from nearly 30000 to 5906. In accordance with the requirements of the environmental protection supervision office, Heshan farm is focusing on the upgrading and transformation of pollution prevention and control facilities, focusing on solving the safe drinking water for people and animals in polluted areas, and comprehensively carrying out centralized environmental remediation and nearby ecological environment restoration. Now the aeration system of sewage disposal equipment has been reformed, and the equipment has entered the debugging stage.
At present, the county Party committee of Shaoyang county, Hunan province has been responsible for 28 public officials who have dereliction of duty in the environmental pollution incident of Heshan pig farm in xihuaqiao town assigned by the sixth central environmental protection inspection team and the provincial environmental protection department inspection team, including 2 people who talked about it, 26 people filed for party discipline and political discipline. The responsible handling involves six direct responsible units, including county environmental protection bureau, county animal husbandry and aquatic products Bureau, county water conservancy bureau, xihuaqiao town police station and xihuaqiao town people’s government.
