Heavy rains hit the south one after another.

On May 6-7, Guangdong, Guangxi and other places were hit by rainstorms one after another. In Guangdong, on May 7th, Guangzhou Huadu, Zengcheng and Huangpu had a sudden heavy rain. The sudden rainstorm not only broke the 3-hour rainfall extreme value in Guangdong province, but also refreshed the historical record of daily rainfall in Guangzhou.

According to the news released by the National Defense General on the 8th, heavy rainfall caused waterlogging in different degrees in Guangzhou, Foshan, Heyuan and other cities in Guangdong province, among which the waterlogging in Huadu district, Zengcheng district, Huangpu district and other places was serious; 232 collapsed houses, the crops damage area 3392 hectares, and 7061 people were urgently transferred (including 6925 people in Guangzhou and 136 people in Heyuan city); 10 villages and towns in Bobai county, Yulin city, Guangxi were affected by the disaster, and 8600 people were affected.

This round of heavy rainfall has just ended, and a new round of heavy rainfall will hit again. According to the prediction of the Central Meteorological Observatory, from the night of the 10th to the 12th, there will be a new round of moderate to heavy rain precipitation in the eastern part of the Southwest, Jianghan, Jiangnan, south China and other places, and some areas will have heavy rain or heavy rain, local areas are accompanied by severe convective weather such as short-term heavy precipitation, thunderstorm and strong wind. After this round of rainfall ends, there will be another round of rainfall in the South from 14th to 16th.

In response to the heavy rainfall process, the central meteorological station issued a blue warning of heavy rain at 18:00 on the 10th: it is expected that there will be heavy rain in Chongqing, central and southern Hubei, and mid-north region of Hunan province from 20:00 on the 10th to 20:00 on the 11th, there are heavy rainstorms (100~120mm) in the local area, and some of the above areas are accompanied by severe convective weather such as short-term heavy precipitation, thunderstorm, strong wind or hail. The hourly rain intensity is 20~40mm, and the maximum can reach more than 50mm.

In addition, the Ministry of Water Resources and the China Meteorological Administration jointly issued the meteorological warning of mountain flood disaster at 18:00 on the 10th: it is expected that from 20:00 on the 10th to 20:00 on the 11th, southwest Hubei, mountain flood disasters may occur in local areas such as northeastern Chongqing, among which mountain flood disasters may occur locally in southwestern Hubei. Other areas may also cause mountain flood disasters due to local short-duration heavy rainfall. Multi-Sector intensive deployment of flood control this summer

While heavy rainfall in the South followed, many departments responded quickly and intensively deployed flood control work this summer.

According to reports, at present, the state defense chief has sent three working groups to Guangdong and Guangxi to assist and guide the defense work locally. In the near future, the National Defense General will also send additional working groups to Jiangnan, south China and other places to guide and support local flood control and flood relief.

Recently, the State Defense Office and the National Energy Administration jointly issued a notice to ensure the flood control safety of large and key medium-sized reservoirs and the safety of ordinary small and medium-sized reservoirs, give full play to the benefits of reservoir flood control and disaster reduction.

The requirements put forward in the notice include strictly implementing the 24-hour duty system for leaders to take shifts and staff on duty, and timely reporting and handling in case of danger; After the danger occurs, timely transferring the threatened masses, avoid accidental casualties and so on.

In response to the coming flood season, China Meteorological Administration also issued a notice recently, saying that “the meteorological service in the current flood season has entered a critical period, and the situation of meteorological disaster prevention and mitigation is not optimistic”.

The China Meteorological Administration requires that in the face of major disastrous weather and important service processes, leading comrades should rely on the front command and earnestly perform their duties to ensure that there will be no omissions in the service of major weather processes, firmly guard the bottom line of meteorological service in flood season. Strictly implement the duty watch system in flood season to ensure that the responsibility comes to people, measures come to work and supervision comes to the point. China Meteorological Administration will carry out the inspection throughout the whole process of meteorological service work in flood season.

In addition to the water conservancy and meteorological departments, the Ministry of Land and Resources has also recently issued the Notice on doing a good job in safe production in flood season in 2017, requiring full efforts to prevent and deal with production safety accidents caused by natural disasters.

The geological disaster emergency management office of the Ministry of Land and Resources also requires that from May to September, the emergency office of the ministry implements the daily reporting system and monthly notification system of geological disasters in flood season, all regions must deploy the daily disasters and dangerous situations and their major work before 3 pm on the same day to report to the emergency office of the Ministry of Land and Resources.

What is the weather condition in flood season this year?

On April 28, at the “new news conference in May” held by China Meteorological Administration, Zhang Zuqiang, director of emergency disaster reduction and public service department of China Meteorological Administration and spokesman of the press, introduced that in May, Jiangnan, severe convective weather in South China and other places is further increasing. It is necessary to prevent severe convective weather such as short-term heavy precipitation, thunderstorm, local rainstorm and flood, geological disasters such as debris flow and landslide, as well as waterlogging disasters in farmland and cities.

At this press conference, Zhou Bing, the chief climate service of the National Climate Center, analyzed that the rainy season in South China was 14 days late this year and began around April 20, it was 30 days later than last year’s March 21. Judging from the monitoring situation, there have been many rainstorm processes in Guangdong, Guangxi, Fujian, Hainan and other places this year, among which there have also been a heavy rainstorm magnitude process of about 140mm. The rainstorm in southern China in March is a five-time process, which is basically the same as that in the whole year, but it is obviously less than the 10 rainstorm processes in the same period last year.

Summer is also a typhoon-prone season. On April 26, the first typhoon “Plum Blossom” of this year was born on the northwest Pacific Ocean east of the Philippines. On the evening of 27th, it weakened and died out. Although it did not affect China’s offshore waters, but this also indicates that the typhoon season in 2017 has begun.

On March 31 this year, Ai Wanxiu, chief of the meteorological service room of the National Meteorological Center, introduced at the press conference of the China Meteorological Administration that 24 to 26 Typhoons were expected to be generated in the South China Sea and the Northwest Pacific this year, which was slightly less than that in the same period of the year, the number of typhoons landing in China is expected to be 5 to 7, which is slightly less than that in the same period of the Year.
