The circular clearly states that any UAV flight behavior must be approved and implemented. The circular lists in detail the five categories of UAV no-fly areas in Chongqing.

The circular emphasizes that those who use civilian unmanned aircraft to conduct flight activities within the administrative area of Chongqing must abide by relevant laws, regulations and rules. Without approval, civil unmanned aerial vehicles are strictly prohibited from flying over the following areas: Airport clearance protection areas within 10 kilometers on both sides of the civil airport runway center line and 20 kilometers at both ends of the runway; Organs, organizations, enterprises, areas of public institutions; Key prevention and control target areas related to national economy and people’s livelihood, national security and public security, such as communication, water supply, power supply, energy supply, hazardous goods storage and large material reserves; Stations, docks, ports, business districts, streets, parks, large activity venues, exhibition halls, schools, hospitals, residential areas and other densely populated areas; Areas under temporary control announced by the government.

The “circular” pointed out that if flying in the above-mentioned areas in violation of the regulations, the public security organ may take emergency measures according to law; If it constitutes a violation of public security management, the public security management shall be punished according to law; If it is suspected of committing a crime, criminal responsibility shall be investigated according to law.

The relevant person in charge of Chongqing Municipal Public Security Bureau said that according to relevant laws, unmanned aerial vehicles flying in Chongqing area need to apply to the aviation control department of the Air Force staff of the Western war zone and the Civil Aviation Chongqing air traffic management bureau, it can be implemented only after approval. The unmanned aerial vehicles that have been purchased need to be registered and filed with the local police station.

It is worth noting that, regardless of whether it is approved or not, the public security organs have the right to impose penalties in accordance with the relevant provisions of the law on punishment for public security administration by using unmanned aerial vehicles to disrupt the order of the unit, seek quarrels and cause trouble, etc, especially in the areas determined by the circular, public security organs will punish them according to law because their illegal flight activities are likely to cause serious consequences. In addition, if the personnel who drive (control) unmanned aerial vehicles do not obtain the operation (driving) qualification certification documents, the public security organs also have the right to impose public security management penalties according to law.

Chongqing police said that if citizens find unmanned aerial vehicles flying illegally, they can report to the Chongqing civil aviation safety supervision administration or public security organs, and reward those who constitute illegal crimes according to relevant regulations.
