New measures of Chongqing provident fund: give priority to ensuring the first set of loans and recognition of loans

On May 9, the website of Chongqing Housing Provident Fund Management Center released the notice on giving priority to ensuring the first housing provident fund loan demand of worker families. According to the overall scale of the supply of Provident Fund funds in 2017 and the actual demand of purchasing houses with provident fund loans, the notice clearly states: from now on, priority will be given to ensuring the demand of the first housing provident fund loan for employees’ families, suspend accepting non-first housing provident fund loan applications within the main urban area.

The identification standard of the first set of housing is “both house recognition and loan recognition”, that is, the employee family has no house and no loan purchase record (including provident fund loans and commercial loans). Any worker’s family who has loan documentation or more houses once or has one or more houses does not belong to the first set of houses.

Buyers who have already signed the purchase network or have been accepted and approved by the provident fund center before May 9 are not affected by this notice.

Each provident fund loan undertaking Bank, each sub-center, office and office:

According to the overall fund supply scale of housing provident fund in our city this year, and in combination with the actual demand of current housing provident fund loans, the relevant matters concerning giving priority to ensuring the first housing provident fund loan demand of worker families are hereby notified as follows:

I. From now on, provident fund loans will give priority to ensuring the demand of the first housing provident fund loan for employee families. The first housing refers to the housing record of employee families without housing and loans (including commercial loans and provident fund loans).

II. Suspend accepting applications for provident fund loans for non-first houses in the main urban area. Any of the following circumstances shall be deemed as non-first housing:

(1) According to the system inquiry of the provident fund center, the employee family has already paid loan documentation of the provident fund once or more (whether paid or not).

(2) according to the inquiry of the credit information system of the People’s Bank of China, the employee family has a record of one or more loans to purchase housing (whether paid off or not).

(3) after inquiry by the real estate registration management agency of our city, the worker’s family has owned one or more houses.

III. This notice shall be implemented from the date of issuance. Buyers who have already signed the house purchase network or have passed the examination and approval of the Provident Fund Center before the issuance of this notice shall still be implemented according to the original standard. All units should do a good job in policy interpretation and publicity, and report new situations and problems arising from implementation in a timely manner.
