Liu Zhiquan stressed that the monitoring of sewage disposal units should not be limited to individual pollutant indicators, but should at least include the national or local pollutant emission (control) standards, environmental impact assessment documents and their approval, pollutant indicators clearly required by relevant management regulations such as pollution discharge permits.

In addition, when determining the monitoring index of the monitoring point at the outlet, the sewage disposal unit should also determine the potential pollutants according to the raw and auxiliary materials, production process, intermediate and final product types in the production process, carry out bottom-up monitoring on potential pollutants, and determine whether there are other pollutant indicators or other toxic pollutant indicators included in the list of relevant toxic and harmful pollutants or priority control pollutants at each outlet monitoring point according to the bottom-up monitoring results, monitoring indicators should also be included.

“Especially for new chemicals, pollutants that have not been included in the standards or pollutant control list, but are discharged and have an impact on public health or environmental quality, sewage disposal units should carry out monitoring from the perspective of risk prevention.” Liu Zhiquan said.

Why do we need to compile technical guidelines for self-monitoring of sewage disposal units? Liu Zhiquan told the surging news that China lacks systematic technical guidance documents for self-monitoring of pollutant emissions. Under this background, the content of the self-monitoring plan of some sewage disposal units is unreasonable, and there are not all the sewage disposal units, the setting of monitoring points is not standardized, and the monitoring items only include major pollutants, problems such as unreasonable design of monitoring frequency. Liu Zhiquan explained that when issuing the pollution discharge permit, the local government should refer to the corresponding self-monitoring technical guidelines to put forward clear requirements for the self-monitoring of enterprises, and specify them in the pollution discharge permit, rely on the sewage permit system for implementation.
