About a month after the Sino-US summit, the two sides reached a consensus on issues in the fields of agricultural trade, financial services, investment and energy.
Guang-yao zhu said that early harvest is a plan of action, cooperation, mutual benefit and win-win, not a list of one party asking the other party to make profits, nor a plan of one party to make profits to the other party simply, it is not a unilateral victory.
China and the United States have also made clear the matters to be completed within 100 days and the matters to achieve phased results, and will continue to strengthen communication and coordination to jointly promote these matters and make progress as soon as possible. The two sides also agreed to discuss the one-year plan of Sino-US economic cooperation on the basis of making practical progress in implementing the 100-day plan of Sino-US economic cooperation, so as to further strengthen the actions to promote Sino-US economic exchanges and cooperation. After completing the 100-day plan, China and the United States look forward to in-depth exchanges on the above and other issues at the first China-US Comprehensive Economic Dialogue held in the United States this summer.

4. Natural gas: the United States welcomes China and other U.S. trading partners to import liquefied natural gas from the United States. The treatment given by the United States to China will not be lower than that given to other non-free trade agreement trade partners.
5. Credit rating service: China will allow wholly-owned foreign financial service companies in China to provide credit rating service before July 16, 2017, and begin to apply for credit licensing procedures.
6. Cross-border settlement: if the US Commodity Futures Commission is suitable and meets the conditions of no action exemption, it plans to extend the exemption for no action for 6 months before July 16, 2017, the exemption period can be further extended to a total of up to 3 years.
7. Electronic payment service: China will further issue necessary service guidelines on July 16, 2017, allowing wholly-owned electronic payment service providers in the United States to apply for licenses to achieve comprehensive and timely market access. China will continue to allow Chinese banks to issue dual-standard and dual-currency bank cards that allow US electronic payment service providers to handle foreign currency bank card transactions.
8. Banking industry: the relevant federal regulatory agencies of the United States continue to promise to apply the same banking prudential supervision standards as those for other foreign banking institutions under similar circumstances in accordance with U.S. laws.
9. Securities settlement: China will issue underwriting licenses and settlement agent business qualifications to two qualified US financial institutions before July 16, 2017.
10. Belt and Road: The US will send representatives to participate in the Belt and Road Forum for International Cooperation.
