China News Agency, Beijing, May 9 (reporter Zhao Jianhua) the reporter learned from the Ministry of Finance of China on the 9th that the central government of China recently issued a budget of 117 billion yuan (RMB, the same below) for the urban and rural compulsory educational expenditure guarantee mechanism, an increase of about 7 billion yuan compared with 2016, requiring all regions to continue to implement the policy of “two free and one supplement” for rural students and exemption of tuition and miscellaneous fees for urban students, provide textbooks to urban students free of charge and implement the recycling system of some textbooks, and grant living expenses subsidies to boarding students with financial difficulties in urban families.

According to the “notice of the State Council on further improving the urban and rural compulsory educational expenditure guarantee mechanism” announced earlier, China’s reform of unified urban and rural compulsory educational expenditure guarantee mechanism is divided into two steps. Step 1: From the spring semester of 2016, unify the benchmark quota of public funds for students in urban and rural compulsory education schools; Step 2: From the spring semester of 2017, unify the policy of “two free and one supplement” for urban and rural compulsory education students, and realize that relevant education funds can be carried with the flow of students.

The relevant person in charge of the Ministry of Finance said that the implementation of the policy will enable 0.143 billion urban and rural compulsory education students to get free textbooks, 13.77 million urban and rural families with financial difficulties boarding students to get living expenses subsidies, about 14 million migrant workers who move their children in cities can realize “two free and one supplement” and carry the benchmark quota funds of public funds for both birth and average. The distribution of central financial subsidy funds focuses on rural areas in the central and western regions. From the perspective of urban and rural areas, the guarantee mechanism funds arranged by the central government account for 82 percent in rural areas and 18 percent in cities. From the perspective of regions, the central and western regions account for 77 percent, while the eastern regions account for 23 percent.

In addition, in 2017, the central government further plus-sized investment to support and guide local governments to strengthen the construction of rural teachers and improve the quality of teachers: arrange 3.8 billion yuan, to implement the rural teachers’ living allowance policy in various places, give a comprehensive award supplement, and link the central award subsidy fund with the local efforts; Arrange 7.1 billion yuan to expand the recruitment scale of special post teachers and raise the subsidy standard; arrange 0.328 billion yuan to support the selection of teachers in compulsory education to support education in outlying poverty-stricken areas, border ethnic areas and old revolutionary areas.
