Ministry of Education: the admission rate of college entrance examination will not decrease this year.

The notice clearly ensures that the admission rate of college entrance examination in different places is not reduced, the gap between provincial admission rates is further narrowed, and the total enrollment scale of colleges and universities affiliated to the central ministries and commissions and the total enrollment plans put into each province are not reduced.

This year, the enrollment plan of general higher education affiliated to the central department has more than 464000 students, of which the number of enrollment plans for universities directly under the Ministry of Education is more than 324000. The enrollment scale of colleges and universities in Beijing is more than 72000, and 30000 higher vocational colleges, it is less than last year.

According to the “notice”, 287000 people were arranged in this year’s national enrollment cooperation plan for supporting the central and western regions, including 167000 undergraduates and 120000 specialists, which were mainly undertaken by public universities, it is expected that the inter-provincial acceptance rate gap will be further narrowed. At the same time, three special plans for recruiting students from rural areas and poor areas in key colleges and universities should be appropriately expanded, among which 63000 students are arranged in the national special plan, in principle, the enrollment scale of local special plans is more than 10% higher than that of 2016, and the enrollment scale of Special Plans of colleges and universities is not less than 2% of the annual undergraduate enrollment scale of relevant colleges and universities.

Due to the difference of economic and social development level in each province and the unbalanced distribution of higher education resources, the gap between the admission rate of college entrance examination in each province has always existed. The gap between a few provinces is obvious and the social response is relatively strong, since 2008, the Ministry of Education has started to implement the national enrollment cooperation plan for supporting the central and western regions. According to statistics, during the 9 years since the implementation of the national cooperation plan (from 2008 to 2016), the gap between the provinces with the lowest admission rate and the national average has narrowed by 12 percent age points. If it is converted by 10000 students, it is equivalent to adding more than 100 ordinary colleges and universities to the central and western regions, which has rounded up the college dream of more than 100,000 children in the central and western regions.

Will the implementation of the national cooperation plan affect the chances for candidates from the provinces to pass the central ministries and universities? The relevant person in charge of the Ministry of Education responded that the plan was undertaken by local ordinary undergraduate and higher vocational colleges, and did not affect the enrollment plan of colleges and universities affiliated to the central ministries and commissions to each province. In 2017, the Ministry of Education guided colleges and universities affiliated to the central ministries and commissions to appropriately increase the enrollment scale of undergraduate students according to their own running conditions; Requiring the total enrollment scale of colleges and universities affiliated to the central ministries and commissions to be no less than last year, the enrollment plan put into each province is not less than last year.

The Ministry of Education also stressed that colleges and universities are not allowed to set up all kinds of branch schools or off-campus learning sites in the name of joint education; Secondary schools are strictly prohibited from holding higher education and undergraduate level education; for schools whose enrollment behavior is not standardized and the conditions for running schools fail to meet the prescribed requirements, the competent department should resolutely reduce the enrollment scale and limit the cross-provincial enrollment. If the situation is serious, the enrollment should be suspended.

In addition, without the approval of the Ministry of Education and the relevant departments of the army, no military academy may recruit students without military status to carry out ordinary or adult higher education for local areas, all departments in various places are not allowed to issue enrollment plans to military colleges or set up study sites in military colleges.
