After the 18th CPC National Congress, he was a senior official with the shortest sentence at the provincial and ministerial levels.

This “Tiger” was sentenced to three and a half years and became the provincial and ministerial officials with the shortest sentence after the 18th National Congress.

On the morning of 8th, the Intermediate People’s Court of Zibo city, Shandong province publicly sentenced Zheng Yuzhen, the former deputy director of the Standing Committee of Liaoning Provincial People’s Congress, to the case of destroying the election and accepting bribes. Zheng Yuzhen was sentenced to three years and six months in prison and a fine of 200,000 yuan; the seized proceeds of bribery and related property shall be confiscated and handed over to the state treasury.

“Political Affairs” (WeChat ID:gcxxjgzh) noticed that as one of the people involved in the bribery election case of Liaoning National People’s Congress, zheng Yuzhen’s disciplinary content was disclosed in the “double opening” notice of the Central Commission for Discipline Inspection in last August: Zheng Yuzhen violated political discipline and organizational discipline, demanded property, and engaged in canvassing and bribery, ask others to do work to canvass. The problem of asking for property is suspected of accepting bribes; The problem of canvassing bribes is suspected of destroying the election.

In the trial book published by Zibo court today, the behavior of canvassing and bribing was expressed more specifically: from the end of 2012 to the beginning of 2013, Zheng Yuzhen was elected as the deputy director of the Standing Committee of the 12th Liaoning Provincial People’s Congress, “In order to send mobile phones to relevant leaders of the Standing Committee of Liaoning Provincial People’s Congress and take advantage of serving as Party secretary of Liaoning Provincial Department of Finance, the authority of the director directly or through other people’s arrangement of some municipal finance bureau directors to vote for provincial People’s Congress and other means to undermine the election”.

The court commented on this: the case “involved 76 provincial people’s congress representatives from 11 cities in Liaoning province, involving high level, wide region, large number of people, serious circumstances and bad influence”.

At the same time, according to the trial book, at the end of 2012, Zheng Yuzhen, in order to implement bribery election, took advantage of serving as Party secretary and director of Liaoning Provincial Department of Finance the facility of power, through the staff around him, Sun Yaomin, the former director of the finance bureau of Tieling city, Liaoning province, asked for 30 mobile phones, worth 156000 yuan.

Zibo Intermediate People’s Court believes that Zheng Yuzhen, as a national staff member, violated the election by bribery, using authority to pull votes and other means, which seriously hindered the NPC deputies from exercising their right to vote freely, and the circumstances were serious; Using the facility of power, asking for other people’s property for bribery activities, if the circumstances are serious, their behaviors constitute the crime of destroying the election and accepting bribes respectively, and they should be punished together with several crimes according to law. Zheng Yuzhen has the plot of asking for bribes, and should be severely punished according to law; Zheng Yuzhen should confess the crime truthfully after his case is brought to justice, confess his guilt and repent his sin, and actively return the stolen goods. The proceeds of accepting bribes have been completely refunded, and the punishment can be given lightly according to law. The court made the above judgment.

“Political Affairs” (WeChat ID:gcxxjgzh) found that Zheng Yuzhen had the shortest sentence among more than 70 provincial and ministerial “tigers” who had been sentenced after the 18th CPC National Congress, it is 3 years and 6 months.

Among the “tigers” that have been sentenced at present, there are 6 people whose sentences are less than 10 years: He Jiacheng, former vice president of the National School of Administration (9 years), former member of the Hebei provincial Party committee, liang Bin, former Minister of organization department (8 years), Chen Chuanping, former member of Shanxi Provincial Committee and former secretary of Taiyuan Municipal Committee (6 years and 6 months), Tong Mingqian, former vice chairman of Hunan CPPCC (5 years), zhang Lijun, former vice minister of the Ministry of Environmental Protection (4 years).

Zhang Lijun, who had the shortest sentence before, was sentenced on last November. “Political Affairs” noticed that in Zhang Lijun’s bribery case, his bribery amount was 2.43 million yuan.

In addition, among the “tigers” that have been sentenced, Tong Mingqian is the only official who has not committed bribery. In August, 2014, Tong Mingqian was sentenced to 5 years in prison for dereliction of duty because of the bribery case involving Hengyang.
