The Central Meteorological Observatory issued a defense guide for this purpose:

1. It is suggested that the government and relevant departments should do a good job in preventing rainstorm emergency according to their duties;

2. Cut off the outdoor power supply in dangerous areas and suspend open work;

3. Do a good job in urban drainage, and pay attention to prevent possible disasters such as mountain torrents, landslides and mudslides.

4. The government and relevant departments shall, in accordance with their duties, do a good job in emergency defense against short-term rainstorm, lightning protection and strong wind, and the meteorological department shall prepare for the operation of artificial hail suppression and choose the opportunity to carry out the operation;

5. Drivers should slow down and walk slowly to confirm safety before passing through the waterlogged section. Traffic control departments should take traffic control measures and traffic guidance in the sections of heavy rainfall and waterlogged sections according to road conditions;

6. Outdoor personnel should reduce or suspend the open work in open areas, choose to enter buildings with strong wind resistance and lightning protection measures, and close doors and windows away from dangerous power sources at the same time;

7. Airport, railway, highway and water transportation units shall take measures such as flight restriction, speed limit or temporary closure to ensure personnel and traffic safety. Water operations and passing ships in relevant waters shall return to Hong Kong to avoid, reinforce port facilities;

8. Check the drainage systems of cities, farmland and fish ponds, and make necessary drainage measures and defense preparations for disasters such as mountain torrents, landslides and mudslides.
