Xu Jianzhuo said that the crime of infringing citizens’ personal information has been relatively serious over the years, and there are mainly several characteristics of the crime. The first is from the perspective of harm, the crime of infringing citizens’ personal information has become the upstream crime of other kinds of crimes, whether it is extortion, telecom fraud and other kinds of crimes, most of which are based on the premise of illegally obtaining personal information. Xu Jianzhuo introduced that there are two main sources of illegal access to citizens’ personal information: one is illegal access by hackers invading websites. The other is the disclosure of information by insiders from all walks of life. Judging from the crackdown situation, at present, the biggest harm is mainly caused by personnel in various industries such as banks, education, industry and commerce, telecommunications, express delivery, securities and e-commerce.
